Atlantic City, especially for those on the East Coast, has also long been known as a place to take a chance on blackjack or drop coins in a slot machine. But in truth, the United States is dotted with gambling havens from coast to coast. With tax rates up to 40%, these businesses can generate hundreds of millions in state revenues.

We decided to look at the states with the most revenue from commercial gambling in 2012. Some of the 13 states that made our list won't surprise you. Others, such as Iowa, may.

The numbers do not include tribal gaming, because The National Indian Gaming Association does not publish state-by-state revenue, though revenue on all Native lands combined was $27 billion in 2013. Including all of the money tribal casinos generate would place California and Connecticut among the top markets for gambling in the U.S., and onto this list.

And if those options don't feel like enough, there's another way to voice your displeasure -- a tactic that is growing in popularity and is truly bring about changes: You can start or sign a petition. If your first reaction to that is, "Nonsense, petitions never accomplish anything," your skepticism is understandable. But it's a little out of date. Social media has changed the petition game as it has changed so many other things. Banding Together for Change By now, you've probably seen petitions pop up on your Facebook (FB) page. You might have even signed some. But we don't often hear what happens next. In many cases, they work. For example, 162,150 people signed a petition protesting the name of a Jacksonville, Fla., high school, which had been named in the 1950s after a slave trader and Ku Klux Klan member, and the school board has agreed to change its name at the start of the new school year. Changes can happen at big companies, too. More than 307,000 petitioners were successful in getting Tyson Foods (TSN), the second-largest food-production company in the Fortune 500, to "stop torturing pigs." The company announced new animal-welfare guidelines for its pork suppliers, requiring more room for pigs to move around and more humane methods of killing the animals. Abercrombie & Fitch (ANF) is another example.     Open season on the cookie jar
    Nor will they be alone. According to Bloomberg, the phenomenon of corporate insiders "raising loans through companies they own to pay themselves dividends" is a hot new trend. It's especially popular among private equity owners. A few examples:

    During the three years in which Blackstone Group (NYSE: BX  ) owned SeaWorld (NYSE: SEAS  ) , before IPOing it earlier this year, the private equity firm heaped $400 million in new debton the company -- and paid itself in excess of $600 million worth of "special" dividends. Petco has been taken private twice already (and re-IPOed once), getting loaded up with debt each time. A couple of years ago, private equity owners TPG Capital and Leonard Green & Partners took out more than $1.2 billion in loans to pay themselves a near-$700 million special dividend. Yankee Candleis aiming to raise $1.4 billion later this year and, like Beats, says it will use some of the money to roll over old debt and some more to pay its private equity owner, Dearborn Partners, a $187 million dividend.

    So, clearly, the trend is popular, but why is it popular? Why are all these companies taking on debt to pay themselves dividends, knowing the debt will eventually come due and they'll have to pay it back?

    One cyclical consumer player that insiders are buying up a large amount of stock in here is Biglari (BH), which is currently engaged in investment management and the franchising and operating of restaurants. Insiders are buying this stock into modest strength, since shares are up 8.7% so far in 2013.

    Biglari has a market cap of $605 million and an enterprise value of $688 million. This stock trades at a cheap valuation, with a trailing price-to-earnings of 4.83 and a forward price-to-earnings of 29.38. Its estimated growth rate for this quarter is 42%. This is not a cash-rich company, since the total cash position on its balance sheet is $153.57 million and its total debt is $236.16 million.

    The CEO and chairman of the board just bought 5,165 shares, or about $1.36 million worth of stock, at $265 a share.

    From a technical perspective, BH is currently trending above its 200-day moving average and just below its 50-day moving average, which is neutral trendwise. This stock has been trending sideways and consolidating for the last month and change, with shares moving between $408.25 on the downside and $429.97 on the upside. Shares of BH are now starting to push within range of triggering a near-term breakout trade above the upper-end of its recent sideways trading chart pattern.

    If you're bullish on BH, then I would look for long-biased trades as long as this stock is trending above some near-term support levels at $410 to $408.25, and then once breaks out above some near-term overhead resistance levels $428.85 to $429.97 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 10,146 shares. If that breakout hits soon, then BH will set up to re-fill some of its previous gap down zone from August that started at $467.89 a share.

Ongoing fees are paid over the term of the contract, commencing after the theater system has been installed and are generally equal to the greater of a fixed minimu! m amount per annum or a percentage of boxoffice receipts. The Company also provides IMAX theater systems to customers under joint revenue sharing arrangements, pursuant to which the Company provides the IMAX theater system in return for a portion of the customer�� IMAX box-office receipts, and in some cases concession revenues and/or a small upfront or initial payment. As at December 31, 2012, the Company had 316 theaters in operation under joint revenue sharing arrangements.

Production and Digital Re-Mastering (IMAX DMR)

The Company�� technology digitally re-masters Hollywood films into IMAX digital cinema package format or 15/70-format film. IMAX DMR digitally enhances the image resolution of motion picture films for projection on IMAX screens while maintaining or enhancing the visual clarity and sound quality to levels for which The IMAX Experience is known. This technology enabled the IMAX theater network to release Hollywood films simultaneously with domestic release. In a typical IMAX DMR film arrangement, the Company will receive a percentage of net box-office receipts of any commercial films released in the IMAX network, which is generally 10-15%, from a film studio for the conversion of the film to the IMAX DMR format and access to its distribution platform. During the year ended December 31, 2012, 35 films converted through the IMAX DMR process were released to theaters within the IMAX network. As of December 31, 2012, the Company released 23 IMAX DMR titles to theaters within the IMAX network. During 2012, five local language IMAX DMR films were released, including one French film, Houba! On the Trail of the Marsupilami: The IMAX Experience and four Chinese IMAX DMR titles: Tai Chi 0: An IMAX 3D Experience, Tai Chi Hero: An IMAX 3D Experience, Back to 1942: The IMAX Experience and CZ12: The IMAX Experience.

Film Distribution and Post-Production

The Company is also a distributor of large-format films, primarily catering to its institution! al theate! r partners. The Company generally distributes films, which it produces or for which it has acquired distribution rights from independent producers. The Company generally receives a percentage of the theater box-office receipts as a distribution fee. Films produced by the Company are typically financed through third parties, whereby the Company will generally receive a film production fee in exchange for producing the film and a distribution fee for distributing the film. The Company utilizes third-party funding for the majority of original films it produces and distributes. In 2012, the Company, along with Warner Bros. Pictures (WB) and MacGillivray Freeman Films (MFF) released an original title, To the Artic 3D: An IMAX 3D Experience.

The Company derives a small portion of its revenues from other sources. As of December 31, 2012, the Company had four owned and operated theaters. In addition, the Company has a commercial arrangement with one theater resulting in the sharing of profits and losses and provides management services to two theaters. The Company also rents its two dimensional (2D) and three dimensional (3D) large-format film and digital cameras to third party production companies. The Company maintains cameras and other film equipment and also offers production advice and technical assistance to both documentary and Hollywood filmmakers. Additionally, the Company generates revenues from the sale of after-market parts and 3D glasses. As of December 31, 2012, approximately 54.2% of IMAX systems in operation were located in the United States and Canada. As at December 31, 2012, approximately 45.8% of IMAX systems in operation were located within international markets (other than the United States and Canada).
